Freeze, Hail, Hurricane: Planning Your Texas Phone Line for All Three

Most surge-planning advice assumes one busy season. Texas contractors get three, and they do not behave alike. A plan built for hail will not survive a freeze, and neither will help you in September on the Gulf coast.

Here is each one, what it does to a phone line, and what to have configured before it arrives.

Surge one: the hard freeze

Shape: Statewide, overnight, near-vertical onset.

The February 2021 event reset expectations permanently, and every significant freeze since produces the same pattern. Pipes burst between 2am and 6am. Heating systems fail through the night. Homeowners wake up to water, or to a house that will not warm, and they all call at once — across every metro simultaneously.

Why it breaks a phone line: The volume arrives during the hours with the least coverage anywhere in your organization. On-call staff are asleep. Answering services are on their thinnest shift. And unlike a hailstorm, freezes hit the entire state at once, so every plumber and HVAC company in Texas is drowning at the same moment — which means the caller who cannot reach you probably cannot reach your competitor either. The company that answers wins an unusually large share.

What to configure in advance:

  • Overnight coverage that has no capacity ceiling
  • A triage rule distinguishing active water from no-heat, and no-heat with a vulnerable occupant from no-heat generally
  • Honest lead-time messaging — during a statewide freeze you cannot be same-day, and pretending otherwise costs you the callback
  • A shutoff-instruction script, because talking a homeowner through finding their main shutoff at 3am prevents damage and earns the job

Surge two: hail

Shape: Geographically concentrated, afternoon or evening onset, multi-week tail.

North Texas sits in one of the most active hail corridors in the country, and a single storm across a DFW suburb produces an enormous, tightly-clustered burst of roofing, siding, gutter, window, and auto-adjacent calls.

Why it breaks a phone line: Pure simultaneity. Forty to a hundred calls can arrive in under an hour, all from a few square miles, all from homeowners who are calling three roofers because they do not know who will pick up. There is no version of human staffing that absorbs that.

The tail matters too. After the initial burst, insurance adjuster timelines drive a second wave of calls over the following weeks — homeowners with claim numbers looking for estimates.

What to configure in advance:

  • Simultaneous-call capacity, which is the entire requirement
  • A storm-mode booking configuration that tightens geography to the affected corridor and extends the booking window honestly
  • Capture fields for insurance claim status, carrier, and adjuster contact
  • A clear script for what you do and do not handle on insurance work

Surge three: hurricane season

Shape: June 1 to November 30, with a multi-day pre-storm ramp and a weeks-long post-storm plateau.

Gulf coast metros — Houston, Beaumont, Corpus Christi, Galveston, Victoria — see a predictable ramp as a storm approaches: preparation calls, board-up requests, generator questions. Then landfall, then a sustained surge across roofing, water mitigation, electrical, tree work, and fencing that runs for weeks rather than hours.

Why it breaks a phone line: Duration, not just peak. A hailstorm is a bad afternoon. A hurricane is six weeks of double volume, which grinds down human staff in a way a single spike does not. Attrition and error rates climb in week three.

What to configure in advance:

  • Sustained capacity you do not have to staff
  • A pre-storm script for preparation inquiries that is different from the post-storm damage script
  • Waitlist logic, because you will be booked out and need to capture rather than decline
  • Clear communication about power and access constraints affecting scheduling

The common requirement

Different shapes, one shared requirement: your capacity to answer cannot be a function of how many people are awake and available.

What to measure afterward

After each event, pull three numbers: total inbound during the surge window, percentage answered live, and percentage of answered calls that became booked work.

That third number is the one that tells you whether your triage rules were right. A high answer rate with a low booking rate means you answered everything and qualified nothing useful — usually a lead-time honesty problem or a geography problem.
